What is NA (Non-Agricultural) Land?

In Nagpur and Maharashtra, all land is by default considered agricultural under the Maharashtra Land Revenue Code, 1966.
If land is to be used for any purpose other than farming, it must be officially converted to Non-Agricultural (NA) land through an NA Permission (Sanad) from the Collector.

Types of NA Land

Once converted, the Collector specifies the permitted use, such as:

  • NA – Residential (for building homes, apartments, housing layouts)
  • NA – Commercial (for shops, offices, malls, hotels, etc.)
  • NA – Industrial (for factories, warehouses, workshops)
  • NA – Educational / Institutional (for schools, colleges, hospitals, etc.)

Why is NA Land Required?

  1. Legal Requirement – You cannot construct houses, shops, or industries on agricultural land without NA approval.
  2. Loan Eligibility – Banks/NBFCs provide home loans or project loans only on NA land, not on agricultural plots.
  3. Property Value – NA land is more valuable than agricultural land since it is development-ready.
  4. Town Planning Compliance – NA conversion ensures that construction follows Nagpur Improvement Trust (NIT) or NMC Development Plan zoning rules.
  5. Avoid Penalties – Building on agricultural land without NA permission can lead to demolition orders and heavy fines.
